All members of the public are welcome to attend any meeting of the council or its committees.
On the agenda there is always 15 minutes included for members of the public to speak and make comments.
The public are not permitted to speak at any other time during meetings, unless the council (or committee) decide to suspend Standing Orders in order to invite someone to speak upon a particular topic. This usually only happens when someone present is able to contribute expert knowledge or information to the item under discussion.
On occasions during a meeting the press and public may be asked to leave. This is usually when the items under discussion involve matters relating to council staff, matters relating to contracts and tenders, items which relate to the negotiation of leasing agreements or are the subject of negotiation between the council and a third party and items which are legally privileged.
