Full Council

Bude-Stratton Town Council has 18 seats with Councillors elected to represent three wards:

Bude
Stratton
Flexbury and Poughill

The full Council meets once a month, ordinarily on the first Thursday at 7.00pm. The schedule of meetings can be found here.

The Council does not have a formal Chamber, meeting instead in the small, purpose built Conference Room to the rear of the Parkhouse Centre. The Conference Room is available to hire when not in use for official Council business.

Councillors are elected and remain in office for 4 years, unless they chose to resign or are disqualified. Elections are next due to take place May 2021.

Committees

The business of Bude-Stratton Town Council is carried out through Full Council and Committees. Each Committee has terms of reference, which define the purpose, structure and responsibilities of the Committee.

Bude-Stratton Town Council currently have seven Committees:

The Environmental Services and Highways Committee meets approximately every two months and at any other time if required by the Committee Chairman.

The Committee terms of reference include:

  • Management of car parking areas
  • Management of Poughill Cemetery
  • Management of the Meteorological Station on Shalder Hill
  • The future provision and maintenance of current bus shelters which include those at Hillhead, Stratton Medical Centre, the Strand, Poughill and Treleven Road.

The Finance and General Purposes Committee meets on the third Thursday in the month and at other times if required by the Committee Chairman.

The committee comprises a minimum eight members which will always include the Mayor, Deputy Mayor and the Chairmen of each individual Committee.  If these number less than 8, sufficient other members are drawn and elected from the full Council.

The Committee terms of reference include:

  • The preparation of annual estimates of income and expenditure
  • Reviewing all Council policies including Standing Orders and Financial Regulations
  • Regulation and control of Council finances and accounting regulations
  • Consideration of any matters arising from the reports of the internal and external auditors
  • Approval of schedules of payments
  • Risk management
  • Review of insurance cover
  • Approval of virement applications from Committees
  • Town twinning
  • Consideration of local organisations’ request for grants

This list is not exhaustive and is a summary of the current powers and scope of the Committee.

The Heritage and Culture Committee meets approximately every two months and at other times if required by the Committee Chairman.

The Committee terms of reference include:

  • Overseeing the heritage displays
  • Management of the Stamford Hill Battlefield site
  • Management of the Barge Workshop at Helebridge
  • Management of Poughill Churchyard
  • The consideration of heritage issues and matters relating to conservation areas and the listing of buildings
  • To encourage and sponsor arts, cultural and heritage events within the Town within the budgetary provision agreed by the Council
  • Liaison with Cornwall Council and other local bodies established for the promotion and/or management of arts and heritage facilities and activities

The Planning Committee meets every two weeks.

The Committee terms of reference include:

  • The consideration of planning applications made to Cornwall Council.

Currently Bude-Stratton Town Council is a statutory consultee on every plan and application submitted within its area. The committee meets to consider any planning applications and submits its recommendation to Cornwall Council. Cornwall Council then considers applications in light of the responses from the Town Council, other statutory consultees and advice from its planning officers.

Any major developments are usually referred to the Full Council for its consideration.

The Cornwall Local Plan was formally adopted on November 22nd 2016. The Bude-Stratton Neighbourhood Plan is set to become a major part of the local planning process as it progresses towards becoming a material consideration with legal status that will guide planning decisions in the area as part of the developing Cornwall Local Plan.

The Properties Committee meets approximately every two months and at any other time if required by the Committee Chairman.

The Committee terms of reference include:

  • Management of The Castle and its grounds
  • The negotiation of leases and licences between the Council and a third party.
  • The negotiation of changes to Council property holdings
  • The security of all Town Council buildings
  • Drawing up a register of Town Council property and registration of its title with the Land Registry

The Recreation Committee meets approximately every two months and at other times if required by the Committee Chairman.

  • The improvement, maintenance and management of all open spaces, grounds and play areas owned and managed by the Town Council
  • The monitoring, improvement and management of the Parkhouse Centre
  • The monitoring and management of war memorials within the Town Council area – currently Shalder Hill and Stratton
  • The provision, management and maintenance of Town Council noticeboards
  • The provision, management and maintenance of Town Council owned festive lighting with the area
  • The provision, management and maintenance of public seats, litter bins and dog bins provided and owned by the Town Council

The Committee meets as and when needed.

The Councillors who serve on the Staffing Committee should have some HR experience and be willing to commit to undertake employment law training as soon as they are elected to the Committee.

The Committee terms of reference include:

  • To maintain the staffing levels necessary to efficiently discharge the work required by the Council and to review the workloads periodically and report any recommendations for change to the full Council
  • To maintain confidentiality over all staffing matters as required under the Data Protection Act 1998 and the Code of Conduct
  • To deal with all matters relating to Councillor/staff conduct
